In the Netherlands we mostly buy complete DAC's. Sometimes people do some modifications. With better components you can get much better sound. I made a post with some DIY boards and kits : http://songstreaming.wordpress.com/2012/12/13/diy-dacs/

Even the company with the most expensive DAC (Audio Note) has some interesting kits for normal prices.
